It instead prefers to keep right-holders in the redeveloped area. But this delays the redevelopment process, on one hand, and produces the inefficient designs of the buildings in the redeveloped areas and their poor management, on the other. The US states on the other hand do not hesitate to use eminent domain for redevelopment but there are lots of controversies about it. This article discusses legal problems in the use of eminent domain for redevelopment and proposes it's use in Japan.
