 note = {https://www.grips.ac.jp/list/jp/facultyinfo/hosoe_nobuhiro/, https://www.grips.ac.jp/list/jp/facultyinfo/tanaka_makoto/, 2011年3月11日の東日本大震災の影響で発生した東京電力福島第一原子力発電所事故による賠償原資調達のためのスキームを、東電が株式会社として一定の形で存続し、東電管区内の電力供給が継続されるという前提の元で検討する。東電の財務諸表からは、早期に現金化できる流動性の高い資産はほとんどなく、流動性の低い発電・送配変電設備等の事業資産を売却するほかに数兆円ともいわれる賠償責任を果たせないことがわかる。これらを売却することにより必然的にアンバンドリングが実現する。売れ残った資産を元に、「新東電」は2通りの形態で存続しうる。第一は、発電設備を売却して賠償資金を調達し、送配変電の流通設備のみを所有・運営する「東京送配電」株式会社として存続することである。第二は、流通設備を売却して賠償資金を調達し、発電設備のみを所有・運営する「東京発電」株式会社として存続することである。原子力発電は別会社として分離され、福島原発事故の賠償会社としての機能も持ちうる。賠償のためのこのスキームを実行すると、副次的効果としてより分権的で透明性の高い「電力市場」が形成される。さらに、そこで成立する電力価格が、電気事業における新規参入や新しいビジネス・モデルの成立を手助けする可能性を論じる。改訂版では、2010年度の東電の決算内容について触れた。くわえて、東電の火力発電設備の評価額を中心に、設備売却に関してしばしば論じられるいくつかの懸念について検討した。, We investigate a cash-out scheme for Tokyo Electric Power Company's (TEPCO) reparation for the Fukushima No. 1 Nuclear Power Station accident in the Great East Japan Earthquake on March 11, 2011. The scheme enables TEPCO to continue its service as a private company. As its balance sheets indicate that it has only a small amount of current assets, TEPCO must sell a large part of its power generation and transmission fixed assets to earn enough cash for its reparations, speculated to reach several trillion yen. We estimate the market values of TEPCO's thermal power plants and power network for their divestiture and examine concerns related to the divestiture.
This divestiture will inevitably lead to the unbundling of the power industry. A "new TEPCO," established with unsold assets, will be engaged in operation of the power system and compensation of the losses by the accident following the "Chisso-Minamata" style reparation scheme. The entrants who purchase TEPCO's power generation and distribution grid assets will take over TEPCO's role in the newly established, decentralized, and transparent power market.
