To our knowledge, there has so far been little research attempt made to deal with this problem. This paper, however, is an attempt to fill in this void by arguing that the membership fee of any country should be in proportion to both its average income and qualified membership, based on which we present here an innovative DEA game, which provides a possible solution to this problem.
