| 内容記述 | 1968年7月1日に署名開放され1970年3月5日に発効した「核不拡散条約（Treaty on the Non-Proliferation of Nuclear Weapons: NPT）」は、国際秩序において最も重要な制度の一つであり続けてきた。NPTの最初期の草案の一つは、1965年、イギリス政府によって準備されたものであるが、この草案はアメリカからの強い反発を受け、公式の西側草案に採用されることはなかった。本稿は「ヨーロピアン・オプション」を巡る英米間の論争に着目しつつ、NPTの草案作成過程におけるイギリス政府の政策を検討する。 The Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which was opened for signature in 1968 July 1 and entered into force in 1970 March 5, has been one of the most important institutions in the world order. One of the earliest drafts of NPT was prepared by UK government in 1965, but it met with strong opposition from US and was not adopted as the official Western draft. This paper examines UK government’s policy in the drafting process of NPT, focusing on UK-US controversy over ‘European Option’. |
