| 内容記述 | 現在、廃棄物処分場の逼迫が課題となっている。対策として、3県で廃棄物焼却灰をセメン トの材料とする試みが行われている。この手法によるリサイクルの効果について、環境価値も考慮に入れた費用便益分析によって分析するのが本稿の目的である。分析の結果、先進事例 のうち2 例では純便益が生じていること、また、神奈川県で同様のリサイクル事業を実施した場合、純便益が生じる可能性が高いことがわかった。 | |||||||||

| 内容記述 | The shortage of disposal sites for waste incineration ash is one of the main concerns of many municipal governments in Japan. Three projects have been initiated to recycle this ash for producing cement, thereby reducing the need for disposal sites. We carry out a cost-benefit analysis of such recycling projects considering environmental externalities. Our results suggest that two of three actual recycling projects are socially beneficial and that a hypothetical project with similar technology would also be beneficial for municipal governments in Kanagawa Prefecture. | |||||||||
